Transgender Prisoners: What an Inmate's Surgery Means for Trans Rights

On August 7th, 2015, Shiloh Heavenly Quine's 56th birthday, she and her longtime partner were hanging out in the day room at Mule Creek State Prison, a men's facility in Ione, California. All of a sudden, Quine – a transgender woman with dirty blond hair and an infectious smile – was summoned to the program office over the loudspeaker. "I wonder what they want," Quine remembers thinking.
