A charity has warned that a council plan to permanently switch off street lights in residential areas could result in an increase in antisocial behaviour and people going out less in the evening.Surrey County Council will cut power to 30,000 lights from midnight to 5am in December, with a further 14,000, including those in Reigate and Banstead, Mole Valley and Tandridge, set to be switched off in January and February 2017.The county's street lights currently consume nearly 25 million kilowatt...
